Heye manufactured this puzzle in 1983. The title is Rush Hour, by Guillermo Mordillo.
The puzzle is NEW, with its original FACTORY SEAL. There is a bump on the box and a dent on an edge that has perforated the cardboard, as you can see in the photographs.
Heye has published a lot of puzzles with illustrations by Mordillo. An example is the 1500 piece version of Tornado.
